Hi, can I draw this type of bear in Adobe Fresco? Or on anyother Adobe app/software?

Yes you could definitely use Fresco, but for these effects you'd be better using Watercolour or Oil brushes than Vector in Fresco.
If you want true Vector you could use Illustrator.

If you want more of a pixel effect you could use Photoshop.

    Thank you so much for your reply. Could you please suggest me some specific brushes names or types? I will create a PSD file then.

    if you're creating a PSD in Fresco,  I'd definitely check out the watercolor Live brushes
