Video card for adobe fresco ?

Hello, I have a toshiba laptop which is kind of old and my graphics card is a AMD radeon HD 7400M and adobe fresco cannot run on it. I have a wacom cintiq pro 24. I also have a desktop computer which is mid-tier and meets recommended specifications for fresco except the graphic card. I want to upgrade the graphics so which one would anyone recommend? Thanks...

I know,  not all windows devices are compatible with Fresco.  Here's what Fresco is compatible with https://helpx.adobe.com/fresco/system-requirements.html?promoid=45P49TCS&mv=other

yes i can read the system requirements but my question is which graphic cards have directX feature 12_1 or 12_2 ???
