Creative Cloud installer doesn't open

My friend is trying to download creative cloud and install it by running the setup. The setup continues on by asking him "would you like to make changes to this computer". After that, nothing happens.

Nothings shows in task manager, we already turned off his firewall, restarted the pc, we deleted all adobe files from appdata and program files, we've tried everything! Nothing seems to happen. It's just that his setup won't open.

Is there something we missed? maybe something in the registry?

suspend your av and any antimalware and retry.

if that fails,

uninstall everything cc including the cc desktop app.

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud

use the desktop app to install your cc programs/trials

if that fails,

using a browser that allows popups and cookies,  contact adobe support during pst business hours by clicking

right click the installer>click 'run as administrator'.

Same thing is happening to me, I run as administrator too but it still doesn't open.
