Error 1619 When installing CS 4 Design Premium

When i am installing CS4 on a new laptop i get error 1619. I have tried to reinstall it a couple of times.

Adobe Illustrator CS4

Error:

Error 1619. This installation package could not be opened. Verify that the package exists and that you can access it, or contact the application vendor to verify that this is a valid windows installer package.
