Failed to install Microsoft Visual C++ 2008/2010. Can't install anything!

Hi,

Been having this issue for a while trying to install Premiere Pro CC 2015.

See summary below.

No clue what to do, any help is much appreciated. This is on Windows 8.1.

Exit Code: 6

Please see specific errors below for troubleshooting. For example,  ERROR: DW003, DW071 ...

I have tried each of these and none work. Still getting the exact same error.

Did you tried uninstalling & reinstalling Visual C++ redistriubtable packages? all versions?

Well I've uninstalled all versions, but that's the thing I can't reinstall any of them.

I get this error.

Also if I try to install the 2010 version I get this error.
