In February 2015, I purchased the Photoshop Elements 13 Windows version. I no longer have access to the Windows version and it was uninstalled from the Windows Platform. Can I use the serial number for the Windows version with the Mac version?

yes. dl the mac install file and use your current serial number.

Please deactivate the Photoshop Elements 13 and then uninstall it from the Windows computer. Our activation server doesn't reflect the deactivation of the program.
The serial number you received for Photoshop Elements 13 is a Windows only serial number. To get a serial number for Mac platform request a platform or language swap. Order product | Platform, language swap

My Windows partition on my mini mac crashed and has been wiped off and reverted back to Mac OS only. Therefore I'm not sure how I would deactivate it since it is already gone.

Adobe Support can deactivate an inaccessible activation. Contact them thru chat and ask them to reset your activations. You might also be able to request the platform swap though you should read thru that documentation to see.
