I have a InDesign CS4 license installed in a old computer, now purchased a new computer, will transfer the license to new computer. But I worrying the CS4 license activation server is shut down, so I can't activated the CS4 license in the new computer.
My Question is: Can I install the CS4 license in the new computer to see if the CS4 server is still up for activation. After the license in new computer is activated, I can remove the license from old computer, but I don't want to first de-activate the CS4 license in old computer just in case I can't activate the CS4 license in new computer in case the CS4 activation server is shut down
Another problem IT department saying we are not allowed to install the CS4 license in the new computer because we already have that installed in old computer. (I understand that one license can be installed in 2 computers but only one can be used at a time)

Unless your IT staff has your new computer 'locked' so you may not install anything, I know of no reason why you will not be able to install and activate your CS4 (CS2 and CS3 servers are gone, but CS4 should still work)
That is, of course, if CS4 will even install and run on your new computer... you don't specify Mac or Windows, so notes for both

CS6 and earlier programs HAVE NOT BEEN TESTED AND WILL NOT BE UPDATED for Mac El Capitan or newer operating systems
-this includes other programs that are a similar age as CS6, such as Photoshop or Premiere Elements
-which means that you try to use CS6 and earlier at YOUR risk of having problems due to Apple updates
-this is about CS6 (which is from 2012) but it will probably apply to other programs of that age
-Apple did not maintain backward compatibility with old programs in El Capitan or newer operating systems
--Adobe has a workaround to Apple's problem of not maintaining backward compatibility

Two ideas that MAY work to install and/or run old programs in Windows 10
-RIGHT click the program icon or EXE and select a compatibility mode in the pop up option window
-or Run as Administrator http://forums.adobe.com/thread/969395 to assign FULL Windows permissions may help... this says Encore, but is sometimes required for ALL Adobe programs (this is NOT the same as using an Administrator account) so follow the instructions, substituting the name and location of your specific program for Encore
