No error summary page

I'm trying to install a purchased PSE13 as an upgrade to my old PSE6.0. I've actually had to download it twice, but in both cases when it is installing the program stops at 2% complete. Then it gives me the Installation Failed, encountered errors and click on error summary to view problem. However, when I click on the error summary absolutely nothing happens. I've tried going into the downloaded files to search for the summary file, but have not been successful. HELP!

what files did you download and what are their sizes shown on your hd?  ie, make sure the file sizes match expected file sizes.
