photoshop 3.0

I am having trouble installing photoshop 3.0 on 10.9.5.  Can some please please help shed some light on this?

Do you mean:

Photoshop 3.0 (1994)

Photoshop CS3 (2007)

Photoshop Elements 3 (2004)

3.0 (1994). Any ideas of this will even work? Or can I use the serial number for a later version?

Definitely will not work.

That software is ancient and designed to work on older Macs with different processors. You will not be able to install or run Photoshop 3.0 on your current Mac.

The serial number will only work on the software you own not later versions.

Try downloading and installing Photoshop Elements 14. It's $100 or less if you shop around and may serve your purpose.
