Photoshop stuck installing at 6%

I had to uninstall Photoshop CC 2017 as I kept getting an error message ("Could not import the clipboard because an unexpected end-of-file was encountered"). However, every time I try to reinstall it through Creative Cloud, it stops updating at 6%. I tried turning off my antivirus software, but it didn't help. Creative Cloud did not give me any error messages.
