What you could try is to analyze the DLM.log. This will tell you what went wrong during the download.
On Windows, you can find it under:
/Users/<USERNAME>/AppData/Local/Temp/CreativeCloud/ACC/AdobeDownload/
On Mac, it should be under:
/Users/<USERNAME>/Library/Logs/AdobeDownload/

Sorry to respond so late but I had no enought time to resolve this problem.
My errors type :
Failed to get the user proxy settings (WPAD). Error is 12180. Ignoring the proxy setting in this case.
And the last one after PS download try : The windows error code is - 12150
So I went to this page https://helpx.adobe.com/creative-cloud/kb/proxy-authentication-support-creative-cloud.html but It doesn't help me more... The configuration of proxy in Win 10 is very basical.
I added the exception list indicated on this article https://sammit.net/allow-adobe-creative-cloud-through-a-proxy-server/
but PS still stoped at 7%.
Adobe could have done at least an article on this issue witch seems to be quite widespread...

Hi, no worries 🙂 I think you can safely ignore those error messages.
If there's indeed an error while downloading, then there would be other error codes/numbers shown:

Could you try using a different internet connection?

In addition or complementary to Maurice's suggestion:
Do you have a former install of Ps? If so uninstall completly prior to installing the latest version. You should use Adobe CC Cleaner to remove all traces of the install and then try again.

I had the latest version installed before but on another account. I've all uninstalled before.
