Adobe lists the system requirements for Creative Cloud. Can someone walk me through checking my laptop to see if it meets the requirements?

These are user to user forums staffed mostly by volunteers who are Adobe customers, just like you.
Please post:
- Your laptop specs
- Which exact operating system you are using
- Which specific Cloud apps you plan to use - few people use them all

Just that for now. We'll let you know if we need more.
Ensure that you're not running Windows 10 versions 1507, 1511 or 1607. They are not supported.
If you are then update Windows 10.

Is there a version of Photoshop that runs in the cloud that has lower requirements?

NO version of Photoshop "runs in the cloud". Creative Cloud is just a name. The software most definitely runs ON YOUR COMPUTER not on the cloud.
That said, you can install older versions of Photoshop. However, if your Windows 10 is up to date there will be issues with older software. You seem to be jumping ahead though as you haven't told us yet what your laptop specs are.

Your operating system is OK but you'll struggle with a Celeron processor and 4GB RAM (16GB is recommended). It will be very slow.
Are you a Cloud member? If not, download trials of Photoshop and Illustrator and see how you go.

Memory will be a big problem. 4Gb is just only enough to run the OS.
The CPU is on the low end but it will be ok for most of the applications.
