I have read through many of the threads re. similar problems but am yet to find a solution. This error appears if I try to download any of the apps/ I have tried uninstalling Creative Cloud then reinstalling, however it wil not even let me uninstall.

I would like to update PS plus install and upgrade my plan to include other CC apps.
I recently had to reinstall windows on my computer after a windows 10 major crash. Eventually, I reinstalled win 7 as I was not able to reinstall Windows 10 without additional cost. (My original win 10 was the free upgrade). Wondering if this may have anything to do with it?
Any suggestions appreciated.

I tried everything!
Eventually I contacted support via the Adobe chat service and the technician had it fixed remotely within 1/2 hour. He updated some back-end files and we were then able to uninstall CC, reinstall, then update my apps. I was watching my screen as he did it. The files he updated were relics from 2012 (very old version of apps). Apple Bonjour?????

I think you should try a complete reinstallation (I don't know what you have already tried)

I don't understand why you couldn't install Windows 10, even it was a free update. You can reinstall the free update of Windows 10 on the PC as often as you want. The only thing you have to keep in mind is that the hardware has not changed, esp. no new mainboard.

Thank you for your suggestions. Unfortunately the CC Uninstaller does not work. I get that same message when trying to run it.

Carol Heath, do you receive the error message in your original post when attempting to install the Adobe Creative Cloud desktop application as suggested by Axel in message #1?
If so, then please complete all four solutions listed in "Failed to install" error received when installing Adobe Creative Cloud desktop app to reinstall the Creative Cloud desktop app. If you need to implement solution three, then please make sure to rename the OOBE folder as directed.
