Hello, I want to uninstall Photoshop CS3 from my old PC, as I just built a new PC for my home photo editing. I want to install Photoshop CS3 on my new computer, and then install the purchased upgrade to Photoshop CS6. Will I run into any issues from a licensing standpoint? Do I need to talk to someone on the phone at Adobe and get their permission before I do this?

You don't need to install CS3 at all - unless you realyl want to. All that is required is the CS6 install. It will ask for a qualifying upgrade serial in the process. If you bunked your activations, then call support, otherwise there's no requirement for that.

So it's as easy as inserting the Photoshop CS6 upgrade DVD into my new PC (that has no Photoshop on it currently) and I'm off and running?

Yes, as Mylenium says, the CS6 upgrade installer will ask for the serial number for an earlier qualifying version.
Enter the CS3 serial and you're off and running.
