Why am I getting error code 62 when I try to download the Creative Cloud Set up?

1. Creative cloud will not uninstall.  It says some (unspecified) program still needs it

2. Indesign CC will not uninstall.  The only thing it will do is update -- which fails with error 62

3.  CC cleaner will not run.  When I run it the screen flashes briefly and then nothing else, no choices, no nothing.
