3d and Materials tool is missing

In checking into the menu label "Window" searching for "3d and materials" tool but it seem to be missed. How can I update it. I already update the Adobe Cloud System so it should be available but it is not the case. Anybody can help me to get it available.

It is not in the Window menu, have a look at the Effect menu.
