A question about gaussian blur

Hi. is there any way to use gaussian blur for a small part of an object? Something like this picture (PEWWW & FWNG):

Sort of, but you can achieve it in much more satisfactory ways more easily in Photoshop.

In addition to Doug's answer: if you want something similar to the example (several areas with different blurriness), in Photoshop use Blur Gallery > Iris Blur combining with the proper selection
