A small project Roman Empire map print it on metal for the glittering effect

I want to create a print of the Roman Empire map like in this photo.

For personal purposes, I would like to print it on metal for the glittering effect of the graphics.

How can I proceed, better Photoshop or Illustrator?

I have attached the image of the map and the possible impact required.

Talk to the print service provider and ask them what kind of file they need from you. Ask them exactly how you need to deliver the artwork. Your image looks like the metal also is cut in the shape of the countries.
