Add colors and 100% C 100% M 100% Y 100% K

Is it just me, or does Add Selected/Used Colors not like CMYK with all the color values at 100%?

For example, create a new CMYK doc. Delete all of the colors. Create a stroke with a CMYK 100% (all colors) black. Next, from the swatches palette, try adding selected colors.

In my Illustrator, 21.0.2, the black does not get added. When I try to drag the color from the foreground/background to swatches, I get a "can't do that" beeb and the color does not add.

Of course, I know that a full 100% rich black is crazy talk, but I thought this was strange and was wondering if bug or feature?
