Adjusting curves with Direct Selection Tool VS. Convert Anchor Point Tool?

I am not entirely clear as to when you want to use the Direct Selection tool to drag on handle points vs. using the Convert Anchor point tool to do this? When is the difference when using one tool vs. the other for this?

    The Direct Selection Tool can choose any kind of point and move it. The Convert Anchor tool is not actually a selection tool. It's function is to change an anchor point from the kind that it is—such as a straight point—to one of the other types of anchor points such as a curved point with bezier handles which can either work together to make a smooth curve or independently to have two different curves radiating off of the same point. It can even make a split point that can be straight in one direction and curved in the other.
