Adobe Illustrator 2021 won't open past boot screen

We just installed Adobe Creative Cloud and Illustrator 2021 on our computer, first time subscriber.  The program will not load past the splash screen on startup.   We have uninstalled, reinstalled, tried the Adobe Clean to completely take everything off of our system, Adobe Support tried to have us reset our preferences, said they would call us back in 30 minutes with "higher up help", and then never called us back.  We are fed up. 

What's the next step to try?  We aren't happy with this as CS6 works flawlessly everytime.

By the way, this is a Windows 10 install, clean install, not a 7/8 to 10 upgrade, 32gb of ram, every other program works flawlessly.
