i have installed Illustrator CS5 on other Windows 10 OS and its working fine without any compatibility setting.
The fact that it works on a different system means nothing whatsoever apart from some very slight hope.
Basically you're on your own. While there are always some people who claim that it works for them on Windows 10 (or Mac OS High Sierra), so far none of those has been able to explain to others how to make it work on their systems.

Old software needs to be run in a compatible system.
Windows 10 is not compatible with Illustrator CS5

How about downgrading to Windows 8?
As suggested by Jacob here:

Suraj,
I believe that Monika and Bill are right; unless you can still run XP Mode as a virtual machine (it may be necessary to reinstall it from time to time to fight the tides of Windows 10 changes), maybe using this,
Windows 7 could also be a rollback option, for a while or for the brave.

Hello Team,
I have tried all above given link but still its not working. Also we are not able to downgrade Windows OS from 10 to 8.
Just one point to be added that i have installed Illustrator CS5 on other Windows 10 OS and its working fine without any compatibility setting. What is the next step to be taken as per your suggestion.

Suraj,
The fact that it works on another Windows 10 machine may offer some hope, also to others. I presume the OS is updated.
You may try a full reinstallation:
A) Uninstall (ticking the box to delete the preferences),
B) Run the Cleaner Tool, and
C) Reinstall.
To uninstall:

Illustrator CS5 (or any CS5 product) has never been officially or fully tested on any system beyond what's mentioned in the system requirements: Older versions of Adobe Illustrator system requirements

Suraj,
Running old programmes should still work, according to this from Microsoft November 2017,
https://support.microsoft.com/en-us/help/15078/windows-make-older-programs-compatible
and/or you can try this howtogeek (maybe especially the Administrator bit),

or you can look further in a search such as this,

It should be pointed out that Windows 10 is constantly updating itself. So even if following the workarounds to get Illustrator CS5 working on this OS are successful it could turn out to be only a temporary solution as Windows 10 continues to update and as a consequence make older software obsolete even running in compatibility mode. Microsoft has announced that going forward the OS will always be called Windows 10 even though ultimately it may be a completely different operating system than when it first came out. Your safest bet long term is to either roll back the OS to Windows 8 or earlier or get a subscription to Creative Cloud and update to the latest version of Illustrator.
