Adobe illustrator freezes opening files or creating new files

When opening any file, it freezes tightly.
And when creating a new file, it also hangs.

Sorry to hear about this experience. I would request you try resetting Illustrator's preferences by following the steps shared in this article (https://helpx.adobe.com/illustrator/kb/troubleshoot-preference-issues.html) and sharing your observations.
Disclaimer: Please note that resetting preferences will remove all custom settings, and Illustrator will launch with the defaults. You may take a backup of these settings from the location mentioned in the article.

Thanks for the advice. I did everything as written in the instructions. 
Nothing changed. Maybe if there are other ways? I really want to start working in Adobe Illustrator)

Thanks for confirming that. Kindly confirm if your computer is running macOS. If yes, kindly try enabling Full Disk Access for macOS by following the steps shared in this article (https://support.avast.com/en-in/article/allow-mac-full-disk-access/#pc) and check if it helps.

 

Also, try running Illustrator under the root user account (macOS) or a different administrator account (Windows) and share your observations.

Hello, Anubhav!
My computer has a windows operating system, 2004 series. 
The system requirements of the computer meet the basic standards.
Changing the account didn't help. I also changed the printer settings, updated the video driver.
