If I hide or unhide a layer on the first artboard, it is also visible on the other artboard, as if both were linked and changes were synchronized from one artboard to the other.
The second artboard is a copy of the first artboard, but should not actually react to changes on the other artboard, but should be editable independently.
Does anyone have any ideas?
Illustrator 28.5 on Mac OS
You need to create seperate layers for each artboard if you don't want them shared between artboards.
So on the copy of the artboard, create one or more new layers and move the content to those layers.

It sounds like you are running into the problem that layers are not limited by artboards.
Both function independently of each other.
So if you have artwork on layer 1 that artwork could be visible on any artboard in your file.
Turning off the layer would therfore hide the artwork on every artboard.
