Adobe Illustrator Pen tool not working

My pen tool stopped working after a Microsoft Windows update yesterday.  I get an asterisk start point and only start points. I have a sea of points and no lines! The line never forms. I see in a past form this problem was reported in Dec 2015.  My Illustrator cc 2018 is up to date. Anyone have this problem and know of a fix?

    The problem turned out to be conflict between old  version of Microsoft 10 OS and conflict with graphics driver and CadTools! Once I deleted all the dimensions and notes that were created in the CadTools plug in my drawing the pen tool function returned to normal. We have since updated the OS and the graphics card driver. Our systems don't update automatically and our company prefers to control updating to specific times to make sure the OS updates don't impact other systems.
