Adobe Photoshop or Illustrator printing

Can someone tell me how to get the print settings i have set up in illustrator or photoshop to print correctly.  i have the printer loaded with 13x19 paper and have the image on the screen set to print 12x18 but when i priunt from either lcoation it prints only 1/2 the image.  Any help would be appreciated trying to print something for a gift for my mom.

i set up the image in photoshop to a custom setting with a ppi of 400 and designed my image/object.  then i tried to print the saved png and it would not print.  i have tried taking it to illustrator and print nope still half.  tried to print from the saved file on my desktop nope.  the printer is set to only have the size paper i have this set up for.  

i even tried 11x17 as it was a preset in something i stumbled upon but nope.

"Only half the image" means it prints and then stops when half is done or half the size?
