I looked at the Illustrator system requirements Adobe Illustrator system requirements . I can't tell if it means just Windows 7 w/Service Pack 1 and Windows 10 (with the exception of the noted versions) or everything in between. But I did see this note on Windows 8.1 compatibility Windows 8.1 compatibility FAQ , which leads me to believe it should be supported. Maybe check the rest of the system requirements to make sure your setup meets the minimum requirements. If you're still having issues, you can report a bug here Adobe Illustrator Feedback .
