I downloaded the free trial illustrator (AI), while I am pressing the Set-Up icon the screen hols as a white with no movement.

My windows is 7 with 64bit.

How I can fix this problem to work with AI?

Windows 7 with Service Pack 1 is supposed to be able to run Illustrator CC 2017. However, as frequently happens trying to run up to date software on a very old operating system is not very reliable. The best way to assure reliable installation and performance is to use software and OS from the same era.
