Scenario: I draw a rectangle, then switch to the Ellipse tool and hold Option so I can draw from the centre. I want to draw a circle from the centre of one of the corners of the rectangle I just drew. If the rectangle is selected then I end up resizing the rectangle, even though the active tool is the Ellipse tool. I need to hold Command and click to deselect the rectangle before drawing the circle. If I continue to position shapes based on the previously drawn shape I need to constantly deselect the path I just drew, which adds two once unnecessary steps. Illustrator has become harder and less convenient to use (which, let’s face it, we have all come to expect by now).
Is there any way to turn this frustrating feature off?

Yes that is what happens, best I can do is offer an alternative you might like

I aint sure about the difference is so I just have them both hidden

or you can draw Rectangle and press CTRL (Cmd) key to temporary choose Selection tool. Them click outside your rectangle to deselect it and release key on your keyboard. Start drawing Elipse from center
