The option(s) I mentioned is available in the Middle Eastern version of Illustrator as I mentioned above. If you're interested, you can download and install that particular version to access more RTL controls.
Here are the steps which you may take in order to have another copy of Illustrator on your machine…
1. In your Adobe Creative Cloud application, access your account found on the top-right corner.
2. In the pop-up window (your account) click the "Apps" option on the left pane

In Illustrator version 28.4.1 (Middle Eastern version) I typed the sentence you displayed above, and was able to acheive the same result you showed in the older Ai version.
Check below Character Panel settings, I hope it helps…

I changed Arabic in character settings, but the numeric numbers were changed. but I need regular numbers.
Please help us to check and advise.

Hi Giri,
I do use the Middle Eastern version of Illustrator in order to have as much control to the Right-to-Left (RTL) options.
The option I'm using is found in the Character panel …
As you can see the Percentage symbol % shown in the screenshot may appear on the right or left depends on your selection.

3. Choose "English يدعم العربية" in order to download a copy of Illustrator with more Arabic support options. Click "Done" button.
4. Click on the three elipses, from the drop-list
5. Choose any of the older versions available. Note, you cannot install the same version which exists already on your machine, that's why you need to choose even a little older copy from the list.
6. Click "Install" for the version you've selected.

I hope I didn't confuse you, I didn't say you need to update your Illustrator, you rather need to download another copy of Adobe Illustrator that supports Arabic which we call this version "Middle Eastern (ME)".
When you download and install the second copy, you will end up with two copeis of Illustrator on your machine, one that used to exist on your machines in the first place and the ME version for Arabic jobs.

No issues @Zaid Al Hilali , I got it & installed Arabic version of illustrator. Its working fine.
