Arrange command for different elements

I am looking for a solution to an ongoing illustration need I have. I draw diagrams with expanded lines that need to go over some lines and under others. Arrange to front or back only allows me to use a command for the entire line so it will always only be above other lines or below them. If I could give commands of arrange/bring to front with relation to a specific grouping and arrange/bring to back with relation to a different grouping that would be wonderful. Any ideas? The photo I've attached took me 30 minutes to draw and perfect, way too long!

have you tried the interlace tool?

 

Illustrator is open almost 24/7 and just about the same for Bridge and Photoshop
