Beginner user of AI here. How do I have mulitple artboards in one AI file and work with them separately? So each artboard has its own layer panel etc. but all artboards are on one file?
That's not how it works. Artboards are not pages, they merely define the canvas dimensions. That's why they can overlap, intersect, have different sizes and all that. you have to think of it like different crop regions of the same large image. Therefore any layer structure is not bound to a specific artboard and you have to create your own groups to that effect.

Layers are global per the entire document, all artboards. You can name your layers after the artboards and choose to organize the way, but I would not recommend unless you have a specifc unique purpose you did not mention for doing that.
Best to name your layers after what they are used for a typical setup is.

for sure you can have multi artboards in one Ai file, but not separated layer for each artboard ( that can be in adobe XD, each artboard /screen have its own layers.)
please check art board tool, annd from window>artboards
in artboard panel you can add, delete, re-arrange artboards.
