Blur only a part of an object

This might be pieced together out of several objects, but then it would still not look good and you could get a better result with some minutes in Photoshop. This effect will be pixelated anyway.

I have tried a lots of ways in Illustrator making the same effect but it didn't work. Will it be better to use Photoshop for this effect then?

Yes. This is a typical job for Photoshop
