Bullets and numbering are disabled

I need to make a list, but i cannot access the bullets and numbers in its respective tabs, there is only the disabled option, i cannot find any answers on google or youtube, and i urgently need the solution, please help.

    Is that a new file you created based on a current document profile?

    What happens when you click on the 3 dots button?

    You could start by resetting Illustrator Preferences file. (Edit > Preferences > General)
