Can't make guide

I want to make a precision guides but the "make guides" option is unable to use, can anyone help me with his issue? thanks

To make a guide, you need to have something selected to make a guide from.

Remember that guides is taken by Illustrator as normal object's, so when You need to make guide You MUST have unlocked layer. Best solution will be make a special layer for guides etc. and make them on that layer.
