Cannot click on New- or Manage Workspace

Hello,

i cannot select New- or Manage Workspace. It is light grey. Is it maybe a windows profile Problem?

In wish path is this information stored? Or ist it an other problem?

That would happen if you have no document open, create a new page if you have not.
