Cannot Make Artboard #6 in a multiple artboard file

Someone please help me out here with a problem I've NEVER encountered before.

I can no longer make Artboard #6 in any new AI file. Doesn't matter if I create 10 boards from the New Document window, or if I click/copy/drag from one artboard to make multiple - Artboard #6 does NOT appear. Never! I can't even explain how weird this is, as I've never encountered this problem before. Any insights from the community here?

This has been reported a couple of times with different numbers. Sometimes duplicate numbers. I assume it's just difficult to figure out what causes it.
