Cannot Select Guides after placing them down? Not locked either.

So I am using the most up to date version of Illustrator. And When I place a guide down, its placing it as if it were locked. And I cannot select it. Even though it is not locked at all. Is there any fix for this? I need to use guides, but I cannot because I cannot select them after placeing to move them where I need to move them.
