Cartoon characters with Motion

hi I am unsure of a route to follow: I have created a number of 'backgrounds' in Ps & Ai for a non-fiction novel I have completed. To add another dimension to the printed novel I want to add a reel of the main characters in the novel as moving and speaking 'cartoons'. Any advice of the route i should follow and programs i should use. I have inserted the 'backgrounds' below, unfortunately some are only jpg's due to a network and backup crash so layers will be a problem during animation.

Without the layers. you will be out of luck. No matter what. You need the layers. 

 

I'm not quite sure about the movement you want to add to the printed book. And the nature of the animation. Some movement can be created in Illustrator (or Photoshop) and then exported as a GIF  (in Illustrator with a plugin) or as a GIF or video (in Photohop)

hey Ton thanks a lot for your reply, so i can use character animator to add the character against the sets i have created, but i would need to rebuild the layers of photoshop to make the backgrounds animate as well?

Yes, you should set up the character design in Photoshop or Illustrator in such a way that Character Animator recognizes the parts.
