CC library Illustrator 2021 layers not supported

Why are the layers not supported in Illustrator when I drag in an AI object (alt-key pressed)? The design is automatically collapsed to layer 1. This behaves this way when I do not have editing rights. If I have write permissions, I can double click and select the pen to open the object and copy and paste. But I find this very cumbersome.

This works NOT! Sorry, we tryed it many times. Drag with alt-key put it in Layer 1.

Yes, it is a bug, it used to work in CC2017, so please vote.
