Changing an image from landscape to portrait...

Hi if anybody can help with this I would be so grateful!

I have been sent a Publisher Image which is in landscape layout and I need to convert it to portrait layout and also re-scale to fit. I currently only have access to Illustrator. Is there a way of doing this??
