Character classification & properties locked on top

Anyone knows how to control this window? It's locked to the top left of my screen and blocks other things. Cannot be removed. No handle, no nothing. Doesn't show under 'Window' either. Thanks!

I would simply delete the AI preferences file. Panel positions are stored in there and resetting the layout should allow you to regain access to the panel's controls.

Also stays there even if I've minimized the Illustrator window.
