I need to save an illustration as JPEG in CMYK colours but in an RGB format in order to upload it to a portal. This is their specifications. I'm clearly being thick becuase no matter what I do, it doesn't work! It also needs to be under 10mb. Any ideas on what I'm doing wrong?

That is taken from their upload portal. Please tell me it doesn't make sense to you either 🙈
I think they are refering to that it should be in RGB but that the colours should be in the CMYK gamut. Use Proof Colours to see that the colours are not flat, but work in RGB, this is normal practice when preparing images for print in Photoshop, it is more rare in Illustrator since there is no control of pure black, separations or overprinting in this workflow. Knowing which CMYK and what RGB profile to use would be key if you want to have predictability. If nothing is stated when it comes tho colour management use the Europe or US General Purpose colour management settings.
Yeah, they probably do mean for the user to create the art in RGB color space, but while keeping CMYK gamut limits in mind. They probably could have worded the request better. It's understandable why they're having users go with the RGB route; in some respects it can be easier to handle customer provided RGB files than artwork made in CMYK. Still, expecting end users (most of whom are entirely self-taught at doing graphics work) to respect gamut limits when creating their artwork might be a bit too much to ask. RGB-based artwork can be rife with problems too.
Also noticed that when I export my file, although sized as their required 2563px x 3567px, on export it is in my folder showing as 10655px x 14867px - which could be why it won't accept it no matter what the colour preferences are. How do I export it as the exact size I require?
WHen you set up your file in the desired pixel dimensions, then you need to export at 72 ppi in order to get those exact dimensions in the output raster file.
How do I ensure 300dpi when exporting to the exact dimensions if I have to export at 72 ppi? Think I'm in way over my head! - Sorry for all the questions, I really appreciate your help.
The pixel dimensions are sufficient. If you meet them, then it doesn't matter which resolution. But given the other requests of that service provider you might need to adjust resolution. You have to open the file in Photoshop and set it to 300 ppi. Make sure to not resample it. The image then will not change at all. Resolution is really just metadata.
