Color Setting

I never had this problem before with Illustrator, so I am not sure what it is happening.
Every time I "Place.." or "Open..." an original image (left photo) onto an art board the image gets dull (right photo). My color setting was on Emulate Adobe Illustrator 6.0, but I chaged it to north america general purpose 2 and it still looks dull and maybe worse. I installed an older version (25.1), but nothing has changed. I am not sure what version I had before all this happened.
I designed this image in Procreate and exported it, but I don't think that is the problem because I would import other Images and they too look dull.

Sounds like you are moving an image with a RGB profile to a CMYK file. The image is changed to a CMYK profile and is forced into a smaller range of color.

When you change your color settings, are you doing it in individual apps, or through Adobe Bridge. Doing it in Bridge ensures that all your apps conform to your settings. If you haven't done that, I suggest trying that, first.
When all app colors are all synced, the little "pie" icon for each app's color settings will show as one whole "pie".
