Recently my color settings have not matched what I set for the file. For example I set my colors to RGB when creating a new file, for some reason when i am in the work space the colors are displayed in CMYK, my color settings still say its in RGB but the colors that are being displayed are in CMYK.

Correct answer Brad @ Roaring Mouse

I have attached some screenshots, which show every color setting (that I know of) says my color settings are in RGB except when I'm trying to fill in a shape.

In addition to what @Monika Gause has already said (re: your Color Management settings), the swatch you are hovering over in your first screen grab is NAMED CMYK Red. It's just a name; and does not indicate its values. If you double-click on it to edit it, you will see it's properly RGB values in the current color space you are in.

You are sure that your document color mode is RGB?

And your colors should be bright, but aren't?

Do you have soft proof turned on?

How is your color management set up?

WHich color profile is applied to the document?

Your RGB color space is set to monitor, which is wrong.

Your color management policies are turned off, which will give you unpredictable results.

All in all the way this is set up will not bring you where you want to be.

You need to learn color management. Maybe start with the basics, but the you need to dive much deeper. https://helpx.adobe.com/photoshop-elements/using/setting-color-management.html
