Color swatch not in color picker

How do you consistently get the color swatch color names to show up in the color picker?  I can get the box of all the shades of colors but rarely the drop down where you can choose a color by name such as "white" or "black" etc.

Did you click on Color Swatches in the Color Picker?

That's the problem.  That option does not show up except intermittently.  Please see attached screenshot.

Maybe because there are no swatches.

That can happen when you open an image file in Illustrator, an image does not contain swatches.
