Constrain Properties Panel Lenght

Hi! Does anuone know if it's possible to constrain the lenght of the Propertirs Panel? I should be possibles as I have seen some video tutorials where I see it constrained at it's lenght. I have it always opened and under it I have Align and Pathfinder panels and they appear at the very bottom of the screen. I see no arrows showing this option as they appears with all the other panels.

Those panels are docked in the Application Frame? The Application frame will always do that and maybe in the other screenshots that was the difference?

Yes, it's docked in the Application Frame but I have been hable to do it but now it's impossible... and there is so much space usefull to place another panel but if I do it I have to scroll down in the Properties panel as it doesn't show all items.
