Create new document window is blank

Whenever I open Illustrator 2018, 2019, and go to file, then new...it opens the window for creating a new document, but the screen is blank. I hover my mouse over the open window and it reads that there are buttons I can select, but there's nothing there. It's just a black screen. I have been using the 2017 version because if doesn't do this. I recently downloaded the 2019 and it glitches out still.

You could try going to

Preferences > General and select Use Legacy "File New" interface
