Ctrl + Shift + O not creating outlines in Windows 11 with illustrator updated to 26.3.1. I used Loom to create a recording to show everything I've tried embedded below.
11+ Years Using Illustrator and the first time I can't find the help or figure it out on my own in quite some time. I even tried installing an older version of Illustrator 25.4.6 and the same exact things happened. Please watch the video so I don't have to answer the obvious questions. They are covered there.

I don't have an AMD chip. I'm using Intel i9 11900H and RTX 3060. The answer in this thread does not apply. Thanks for the help though!
Hello again Manal,
Thanks for the help. That thread got me thinking my non-AMD video card may have similar settings. I found the settings in Razer Central (Cortex) and changed the Hotkeys to Ctrl+Shift+0 <zero, not O. I've been using razer cortex for a while now for my mouse and webcam without issue, but maybe windows 11 allowed that hotkey binding to override Adobe. Working now!!! I posted the answer to this thread. Thanks!
I digress... I found this thread: https://community.adobe.com/t5/illustrator-discussions/ctrl-shift-o-shortcut-create-outlines-doesn-t... and the answer was for AMD chips. But I have an Intel i9 and RTX3060 so I didn't think it applied. But alas, Razer Cortex which I have installed for my Webcam & Mouse uses key bindings for starting in-game timers. I'm not a gamer, but I like gaming equipment for designing and building websites & logos as it's more for comfort and function than snobby designer beauty.
