Creating Seamless Pattern Option issues with offset disappearing to side

Hi, I am composing a seamless pattern in AI and when an element is offset on the tile board, it is cut off, despite watching countless videos that does not show this issue. What am I doing wrong? It is working on some sides of the tile, but I am unable to unselect any of the options to recify it on Pattern Options panel for the whole tile. I have provided an example of a cut off element (carrot) and one that is working.

Also my tile board does not match my artboard, do I need to adjust this before I start making the pattern as when I save and exit, some of the elements have moved on the art board, but work fine when you produce it as a pattern.

thank you for replying. I have attached better screenshots. It looks like an issue with the overlay in the Pattern Options but I cannot switch it off completely, two sides I can use the carrots to offset, the other two, it is cutting them off. Prior to this, I have grouped all the elements and background rectangle, then selected all to make the pattern.

Also the Art board and tile board are not in alignment with each other, is this an issue?
